Background

There have been discussions among a number of SETAs for some time on the need for greater coordination and cooperation. This has arisen for reasons that are both positive and negative.

On the negative side the following are relevant:

  • A perceived lack of understanding in the country as a whole of the mandate of the SETAs, including even some SETA staff themselves;
  • The poor publicity that often attaches to SETAs in general, particularly when irregularities arise within one of their number;
  • The lack of an intellectual culture that attends the entire SETA concept and hence the view of the SETAs as a destination of last resort for aspirant learners;
  • A prevailing view of the SETAs as generally ineffective.

It has been determined among SETAs themselves – and particularly with discussions presently underway about re-accreditation of SETAs in the next few months – that a far more proactive engagement is required, particularly to define and enhance the SETA Brand.
